Job Vacancy: Parish Clerk and Responsible Finance Officer

Thornley Parish Council is inviting applications for the post of Parish Clerk & Responsible Finance Officer.

Starting Salary: NJC Scale Points 25 to 29 pro rata 30 hours per week (starting salary £36,363 pro rata, £18.85 per hour)    

Negotiable depending on experience and qualifications

Closing date for applications: 12.00 noon Wednesday 10 December 2025

Interview date: Tuesday 16 December 2025 (evening)

The person appointed will be directly accountable to the Parish Council for the efficient and effective day to day management of the Council’s operations, its resources and a small labour force. They will also be responsible for all financial transactions and administrative functions.

You should have a proven track record in administration and financial management as well as good communication and organisational skills.

You will ensure that all legal, statutory, financial and other governing provisions relating to the Council are observed, all Council meetings are properly administered, and decisions effectively implemented. The role involves some evening and weekend attendance.

You will hold or be prepared to obtain a Certificate in Local Council Administration (CiLCA) or equivalent within 24 months of taking up the post.

You will be expected to work 30 hours per week: Monday to Thursday from 9:00am until 4:00pm with a half hour lunch break on each of those days; Friday 9:00am until 1:00pm.

We offer nationally based terms and conditions of employment, including the Local Government Pension Scheme or contributions to a private pension scheme.

If you are a self-motivated individual capable of working without direct supervision, able to plan your own workload and that of others to meet specific deadlines, have enthusiasm and a flexible “can do” attitude, we would like to hear from you.

Thornley Parish Council provides various services in the village, such as Ludworth Road Cemetery, Welfare Park, play areas, a pump track, a number of allotments, grounds maintenance and public spaces, as well as Thornley Village Centre which offers a wide range of events, activities and facilities.

The Council always aims to deliver good value, while ensuring its services are well run and meet the needs of our community. It is a statutory consultee for planning applications (which are decided by Durham County Council).

Councillors meet at least every other month to represent local people. They are here for the community and want to make a difference.
